Ummm... I don't think so. Check out the Great Mississippi flood of 1927. The floodwaters ran from St Louis to the mouth of the Mississippi, and thousands of acres of farmland were still underwater months later. It was that flood that led to Hoover's Presidency.
New Orleans didn't flood, but that's mainly because they broke the levee upstream and flooded out the neighboring towns/parishes.
